Sync with Tramp 2.0.43.

(tramp-handle-verify-visited-file-modtime): Remove
outdated comment.
(tramp-locked, tramp-locker): New variables for implementing a
global lock.
(tramp-sh-file-name-handler): Use them to implement the global
lock.
